QUALIFIED RECYCLING PROGRAM
Invitation for a three-year (2019-2022) sales agreement on ferrous and non-ferrous metals

Location of recyclable material: Bldg. 5423, Bldg. 7104, Bldg. 7201, Bldg. 7744, Bldg. 7103, Bldg. 7804, Bldg. 5400, Bldg. 5405, Bldg. 6263, Bldgs. 6113 & 6309, Bldg. 7293, Bldg. 3777, Bldg. 3306, Bldg. 8981, Bldgs. 4832 & 4880, Bldg. 8872.
Hour of operation 7 a.m. to 4:30 p.m., loading completed prior to 3:30 p.m. Monday through Friday.
The Redstone Qualified Recycling (QRP) Program agrees to sell to the Purchaser, as outlined below: Estimated monthly generation 21 tons a month for ferrous material and 1.91 tons a month for non-ferrous material.
The Purchaser must agree to the following: Pickup recyclable materials when a load is ready for shipment; pay Redstone QRP, within
30 days of invoice (monthly Redstone landfill receipt). For the above specified Recyclable Material according to the following schedule:
PAYMENT sent to: Disbursing Officer, DSSN 8522 and mailed to Resource Management Office, Attn: Budget Officer; 4488 Martin Road, Redstone Arsenal, Alabama 35898.
Payments made in negotiable instruments, money orders and checks. Checks accepted with a guarantee of credit from issuing bank along with a copy of the Redstone landfill weight ticket.
Transportation Charges: The Purchaser must provide transportation related to the pick-up and or shipment of the Recyclable Material at no charge to Redstone QRP.
Subscription: The purchaser must provide a monthly a copy of the AMM price index for this recyclable material to the point of contact.
Securing the load is the sole responsibility of the Purchaser and or his agent.
Default: If the Purchaser fails to pay for and or remove Recyclable Materials within the time allowed by a sales agreement,
Redstone QRP will send the Purchaser a default notice that must be cured within 10 days from mailing date. If Purchaser fails to cure default within the stated period, the Purchaser will lose all rights, title and interest, which he may otherwise have acquired in and to such property as to which a default has occurred.
Weight Certification: The empty trailer will be weighed on the government scales located at the Redstone landfill. The loaded trailer will be weighed at same location prior to departing Redstone Arsenal.
Insurance: The purchaser must be required to provide and maintain during the entire period of a sales agreement, at least the motor vehicle liability and bodily injury insurance as required by State and local laws.
Recycle Property. The purchaser or representative will arrange with the point of contact for use of the facility.
Purchaser/ representative must provide their own equipment and roll-offs. Should the purchaser/ representative desire to make changes the purchaser must present the proposed change to the point of contact in writing. The point of contact will respond in a timely matter.
Confidentiality/Privacy Act: Purchaser must take all pertinent steps to ensure all information contained in/on recyclable material be protected from viewing or dissemination. Failure to comply with this provision is a basis for termination of a sales agreement.
Sales Agreement is subject to immediate termination if Redstone QRP receives two (2) or more valid, written complaints from Commanders, professional staff about the purchaser/representatives to include but not limited to: rudeness, lack of knowledge of Recyclables, tardiness, and failure to pick up roll-offs. Redstone Arsenal QRP reserves the right to direct removal of the purchaser under a sales agreement for misconduct, violation of confidentiality, security reasons, or whose presence has been detrimental to the interests of Redstone Arsenal QRP.
Transportation: The purchaser/ representative must possess a valid United States issued drivers license, insurance and registration of vehicle for access at Redstone Arsenal.
The purchaser/representative must complete a background check for eligibility.
Indemnification: Purchaser/representative must agree to hold and save harmless at all times the United States (including Redstone
QRP, its agents, representative, and employees) against any and all claims, demands, suits, judgments, costs, charges, and expenses arising out of or in connection with any loss, damage or injury resulting from the negligence or other fault of the purchaser, its agents, representatives, and employees. The purchaser must release the U S Government and Redstone QRP from any and all liability from loss or damage to property and merchandise used by the purchaser and, or representatives in the operation of this event due to theft, fire, storm, flood, and damage or destruction through any force of nature or otherwise. Damages. The purchaser will be financially responsible for any damages to the premises/building resulting from acts of omission or errors of the purchaser and their employees and, or representatives. Any acts of vandalism or theft shall be reported immediately to the installation Provost Marshall and Redstone Arsenal QRP. Redstone Arsenal QRP will not be responsible or liable for the purchaser/representatives property.
Termination. A sales agreement will be subject to termination upon the occurrence of the following events: If either party hereto defaults on any of its material obligations, representations or warranties under a sales agreement, the non-defaulting party must notify the other party within thirty (30) calendar days after written notice of such default the defaulting party remedies the default, or a sales Agreement will terminate.
